Project financing is a critical component of any public facilities project. In addition to assisting our clients in determining their financial needs, MECO professionals work with closely with our systems to develop “TMF “ or “Technical, Managerial & Financial Capacity Development” within their revenue-generating utility systems. Loan and grant funds typically will not be awarded without sufficient demonstration of TMF.
These actions are necessary to ensure that revenue-generating systems:
* are self-sustaining * have adequate capacity to meet current and future needs * are able to provide funds for operations and maintenance * are able to meet debt service obligations * are capable of providing adequate funding for eventual repairs and replacement of system components MECO project managers are up-to-date on the funding programs that are available for public facilities, including USDA-Rural Development (RD) Missouri Community Development Block Grant (CDBG) Jobs Now Missouri Department of Natural Resources State Revolving Fund (SRF) Illinois Community Development Assistance Program (CDAP) Illinois Environmental Protection Agency (IEPA) Economic Development Administration (EDA) Missouri Department of Transportation (MoDOT) Illinois Department of Transportation (IDOT) Private financing, including lease-purchase programs, sales tax generating programs
